PLEASE HELP brand new hardware high cpu usage

hi everyone, this is my first time posting a problem, most of the time I would be able to find my answer just be reading but I have found no answer yet.... so I bought a whole new rig, i5 6600k skylake, msi z170 m5 and gskill tridentZ 16gb ddr4 msi gtx960 antec 750w 80plus gold, now im not new to this so lets skip all the check your drivers and backround progs viruses ect... as I have spent days already doing just that, issue is the new cpu runs worse than my old i7 930, where the old processor would run at 2% the new one runs at 25-35%, temps are fine like 35c.... plz plz plz help!!!

first off thx for the reply, but I already tried that, i have been trawling forums and google for days now, its not and issue with software, been through it a few time plus 3 fresh installs of win 7 and 10, driver rollbacks ect....

I'm not sure if hardware can cause the issue but If you're using windows 10 it should highlight the process causing the high cpu usage in task manager with a read rectangle, or you can scroll down and see which one is causing it.

Read the process description - "Percentage of time the processor is idle".
This will show the opposite of what is being used - If you have a process using 30% of your cpu - this process will show 70%.
If your computer is doing nothing then this process should be displaying 99-100% cpu usage.

there is not process specifical using the resources its whatever program im using that is consuming too much cpu power, for instance watching a stream on twitch nets me about 55-60% usage my old cpu would have only used 15, if i click and drag a window i get an immediate 10-20% jump in usage, just using resource monitor nets me 5% if im not interacting with it...

yeah i understand system idle process its just leftover cpu, not the issue

Buy a cheap skylake cpu such as the i3 6100, replace the i5 and see if it fixes it, if it does get the i5 replaced and return the i3 could just be the processor itself

right now no, at one point through my troubleshooting i did mess with the settings a bit to see if the cpu just needed more power but to no avail, so im on default settings

that's what if been thinking was hoping not i really don't want to wait a month for them to test it and send it back, but i guess it just confirms my theory, well thx for your time, :(
