Question Please help, Frame drops/stutters!

Hi all, so i am having huge troubles trying to fix my frame drops/stutters on my pc while gaming.

Specs:
CPU: AMD Ryzen 7 3700X 3.6 GHz 8-Core Processor (8 months old)
Motherboard: MSI X570-A PRO ATX AM4 Motherboard (2 years old)
Ram: Corsair Vengeance RGB Pro 16 GB (2 x 8 GB) DDR4-3200 CL16 Memory (2 years old)
SSD: SanDisk SSD PLUS 1 TB 2.5" Solid State Drive (2 years old)
HDD: Hitachi 700gb HDD (really old, could be anywhere between 3-6 years old)
GPU: 1 Gigabyte GeForce GTX 1050 Ti D5 4GB (Brand New, old gpu under warranty claim)
PSU: Cougar 1000 W 80+ Bronze Certified ATX Power Supply (2 years old)

Now, i have re installed graphics drivers correctly from nvidia. I have installed updated bios. I have tested both ssd and hdd only. I have purchased a brand new gpu (old one is definitely faulty although it didnt solve my problem). My pc case is fan cooled (cpu cooler attached + 3 front fans + 1 rear fan). I have tried game-related fixes, nothing worked.

What might be my issue? I have noticed less frame dropping/stuttering after these tests but in the end the issue still remains just not as severe.

What resolution, refresh rate is your monitor? Does it have freesync or g-sync?

1080p 240 hz it has g sync - i have tried enabled g sync and disabled g sync same issue with both.
