PLEASE Help Game stuttering to the max

hey guys i have just reinstalled windows on my ssd and have started installing games on my 2tb hdd like i had before i wiped and reinstalled
but now my games are stuttering
eg1 minecraft ill be walking forward and ill stop then jump forward all of a sudden
eg2 osu! just opening the game it gets laggy and i can barley get into the song selection

before installing my games i installed all the drivers for my GPU and peripherals, as well as doing the full windows update
i cant find any threads with the same problem so please help me

2x XFX R9 290's reference edition
2x8gb g.skill aeres
XFX silent pro 850watt
H80i
120gb sandisk ssd
2x 3tb WD greens
2tb WD green
2tb seagate barracuda
running windows 7 64x
all inside an Antec eleven hundred

This sounds like a software problem. You might have a program that is using up your computers resource. Try rebooting and going into Task Manager right after a reboot and see what your memory usage and CPU usage is under the Performance Tab and report back.
