PLEASE HELP! Getting FPS drop from 60-120FPS down to 20FPS every minute or so!?

Hi, not sure if this is in the right section :/

For some reason on every game I play, I get seamless play at high fps and then all of a sudden the fps drops to around 20 or so for about 10-20 seconds and then picks back up again. I have tried many things:

1. malwarebytes
2. Unparking cores
3. Cool and quiet in bios - disabled
4. Reapplied thermal paste
5. Cleared system of temp folders etc... to free up space
6. Tried running on lower settings but still does it
7. Cleaned out the pc
8. Increased fan speeds

It's getting really frustrating and I'm desperate for a fix! I don't think the problem is throttling as the CPU is hitting 68ish degrees which for the AMD FX 8350 should not be in throttling range.

My system specs are:

AMD FX 8350 (not OC)
MSI r9 290x 4GB (not OC)
Corsair Vengeance 8GB RAM
CX600M PSU
1TB HDD
Win 10
Corsair H60 water cooler

Any help would be greatly appreciated!

Both the cooler and PSU are not very good. Make sure the CPU cooler is not on too tight or too loose.

What watt psu do you recommend? Just playing Mad Max on Very High Graphics and the CPU temp is at 65c? That's not that high is it?

It is a bit high. AMD temps should be below 60c.

So probably not the cpu. If the cpu was throttling the cpu usage would raise as the clock speed dropped. What does the GPU usage do? What temp does the gpu hit under load? Try watching the gpu clock speed when the drops occur.
