Question Please help going insane

Hi i had a failed update for my graphics card evga gtx1060 after going through evga customer support the first time they had me update my bios which i messed up leading for me to rma my motherboard and get a new one after that evga gave me an rma for my graphics card which i just got back today but still my computer will not download the drivers from the evga website or through update drivers on device manager on both of these i get a time out error i have ran my monitor cable through the graphics card and i get an image but the new card is still not detected and on bios it tells me to select a valid graphics card. i have wiped my drives as well as doing clean installs

full system spec? include make and model of the psu?
when did you install this windows 10?

windows 10 64 bit i installed about a year ago
MOTHERBOARD: Asus prime z270-a
RAM: corsair hyper x
PSU: evga supernova 750 G2
PROCESSOR: intel core i5
GRAPHICS CARD: evga geforce gtx1060
is there anything else you need or would you rather i attach a system information file
