Do you use HDMI or Displayport?
Have you enabled GSync in Nvidia control panel?
If your fps are lower than 144, then you don't need Vsync on. You can safely have Vsync off and the Gsync will take care of the refresh rate. That is not applicable to games that you can achieve greater than 144fps. In that case you need Vsync on.

That does not seem like Gsync to me. It looks like VSync Off. For a moment I notice also screen tearing, that makes me think that Gsync is not activated.
I also got this feeling, however, VSYNC is 100% turned on on Nvidia Control panel and also I can check on the monitor the current refresh rate and it matches the refresh rate of the game, which means G Sync must be working.
