I'm buying I 7 8700 with a gigabyte b360m hd3 will this motherboard throttle the cpu ?

Motherboards don't throttle or cause a bottleneck - - - it's the components that are responsible for that.

For example, a weak CPU will/can bottleneck a high-performance graphics card, nothing to do with the motherboard.
