please help is this normal

i have an watercooled i5 6500 with a h55 running at 40% fan speed

but i look at hw monitor and my temps sit at 18 then spike to 23-27 then back to 18 and it does it on random cores and ingame its about 37c max is this normal? the spikes and all

Yeah, at that temperature you don't even need to worry about it.

Even when you are 'Idle', there are other processes running in the background. Temperature does spike, it's normal.
