i need to build a gaming desktop pc about 400 $ and i dont know what cpu , vga should i buy ? and how much ram do i need ? please help me

On your budget you'd need to go with the Intel Pentium. Also for games like AC and Fallout you'd really need to get a R7 260/265/360 to get any chance of decent fps and details, although we don't know what Fallout 4 needs yet. Is there any way you can stretch to $500?, you'll have a much easier time trying to get parts that are good.

okay 60 fps sounds great ( medium settings ) , just some games i want to play like : skyrim , fallout 3 or 4 , AC and online games : LoL , dota 2 , ... , i just need it at 60 fps and the graphics medium is ok .

I was able to make this http://pcpartpicker.com/p/DHMfZL, there are some temporary discounts but when you're ready you can search for the latest discounts and adjust accordingly, it doesn't come with an OS sadly, it's a bit too much to ask for $400.

This model can be overclocked (yes that motherboard can overclock, but not through software) if that's your thing.

Also this one is the same but has an i3 and stock cooler http://pcpartpicker.com/p/ZdVd23 which would be a little bit better.

If you're not really looking at upgrading much in the future I could have see what I can make with an AMD CPU, there's just less of an upgrade path with those

*Note: The case is more of a placeholder, get what design you like.

Ok I have made a $500 build, this is much better in terms of performance, I don't know much parts go for over there though, is there a website you'll be using to order from?

This build has a R9 270 and an i3, I'm not sure what Fallout 4 needs yet for the CPU so it remains to be seen if it'll play that but it'll easily play 3, Skyrim and very easily mobas.
