I don't know about silent (it really depends on the furniture/entertainment center), but Ryzen 5 7600 has a maximum 88w power draw and RX 6600 at default speed is 132w so at least it is 98w less to cool, or about 30% less heat.
I suppose horizontal HTPC cases won't fit?
16cm tall case
An NR200 is taller than that, you sure you got the height right...? You're currently on the Fractal Design Core 500?
We're going to need more context. Please list the specs to your build like so:

At 160mm, you're going to struggle. Micro-ATX is usually 210mm.
Not sure if something like a Thermaltake Core G3 laying on it's side will work?
However, they told me that the "node 202" case is not suitable for this type of configuration, a different case is better and they recommended a case with a form factor such as the node 500 or the Thermaltake Core V1 mini ITX.
Now, for reasons of space (I would connect it to the TV in the room), I would like to insert the case inside a small piece of furniture which gives me the possibility of inserting a case with a maximum height of 16cm, only that all those I find are a little taller ....
I'd look at a different location, that poor machine is going to have horrible thermals in such an enclosed space
Your latter PCPartPicker link shows "permission denied".

You might want to elaborate with images of this furniture. You should also put yourself in the computer's shoes...you wouldn't like being inside a hotbox, now, would you?
