What will this pc be primarily be used for?
If it is for batch applications like editing/rendering, you want many threads, and ryzen is a good value.
You can get 12 threads and a clock around 3.8 for <$200.
You will need a basic graphics card like a GTX1030 for $70.

If it is for gaming, then you want about 4 threads and a high single thread clock rate.
You can buy a I5-3850k with 4 threads and a clock in the 4.9 range for <$200.
You will want a graphics card like a GTX1060 for $250 or stronger.

If your main usage is gaming, you should go with intel.
