my main concern is the RAM and Mobo, my budget is $30-$35 for 2x4 RAM and no more than $60 for the mobo, did i get the best parts for this price?

It's a decent mid-range build. Should give PS4 like performance. Get at least 8GB of ram though, if you are on a really tight budget get 1 8GB stick.
