You can, but there is really no benefit to doing so unless you need additional monitor outputs for some reason, and you will need to be sure you have a power supply that can support both those cards at the same time as you are adding about 75-150 extra watts to the demand of the system.

I guess it also matters what motherboard you have. Some smaller boards only have a single x16 slot.

Besides multiple monitors there is one more possible use and that's using the GT 710 as a dedicated PhysX card however there's few games nowadays that even uses Nvidia PhysX and due to the generation gap between the cards it actually may cause worse performance then using the 1050 ti alone.
