I can't right click any of the desktop icons! When I do, the blue circle icon appears, and then the screen becomes blue and then nothing happens. I'm trying to run something as an admin and this isn't helping.

First, try running the free CCleaner and do the Clean and the Registry sections both. https://www.piriform.com/ccleaner
Also, be sure you don't have a virus or malware causing issue. Update your Virus pgm. and run a FULL scan. Then run Malwarebytes: https://www.malwarebytes.org/

Maybe after that try a different account too,
