Please Help: Mother Board wont start when Peripherals are Plugged into PSU

Hello:

I am building a new computer. I have everything in the case, when I start things up, nothing happened expect the green MOBO light. I am using a fully modular PSU. The PSU did test successfully using the enclosed testing tool. I troubleshot this one item at a time, and the mobo, cpu, and gpu start up. The Sata Cables also fired up. However, when I plugged in the cord for the peripherals (the last thing to plug into the mobo), the computer no longer starts up. I tried placing the ram individually in each slot and this did not remedy the issue. Please help. (It might be worth noting that I haven't heard the mobo beep, but I also have no software on anything yet since everything is new).

My build is below:

Mobo: ASUS Sabertooth 990x
CPU: FX-8350 AMD 8-Core
GPU: Sapphire 10036-4L Radeon 290X
Mem: Radeon Performance Series DDR3 -1866
PSU: EVGA SuperNOVA 750 G2
SSD: Samsung Evo 250GB
HDD: Seagate Barrcuda 3TB
OPT: LG Blu-Ray Writer
Fan: 5x 140mm Factory Installed; 4x 140mm added by me.

You need the OS.
When you start the PC, and press the " delete" key, can you go into the BIOS? If you can the PC is fine, and you need the OS to run the PC, if you can't get into the BIOS, you may have problem.
