Question Please Help...MSI 3070 Ventus 2 freezing 2-3 seconds at a time every 10-20 seconds

I just installed my ne RTX 3070 Ventus 2
I previously had 2 SLI GTX 1080 FE's
I runs, but it keeps freezing for 2-3 seconds, every 10-20 seconds or so.
It does not freeze in Safe Mode.
It happens mmostly when I move the mouse around a lot or mess with windows.
Low temps. Runs games with a little freezing too. No usage spikes.

I tried:
reinstalling drivers
Running DDU and reinstalling drivers
Messing with many different settings.

Case:
OS version:

Have you tried with a single GPU, then with the second, with one ram if multiple, or with one storage if multiple?

IF it doesn't freeze in safe mode then it is because of some app :(

Fix;
*Can you check the temps and post the results here?
*Also try bench-marking the CPU and GPU and post the results here.
*When bechmarking check if the PC freezes, if it does, then it is likely a problem with your GPU

Thank You, for the response. After a day f trouble shooting, I threw in the towel and called it defective. I could not find any other troubleshooting fixes on the web. So I returned it yesterday.

Motherboard: MSI Carbon Gaming Pro X99A
RAM: 128gb ddr4 2133mhz
Storage: 1tb ssd seagate
GPU: Old: 2x nvidia GTX1080FE. New: MSI RTX 3070 V2
PSU: Corsair 1500w
Cooling solution: air
Case: Coolermaster HAF 932
OS version: Windows 11

It all ran fine with the old cards installed. SIngle or double in either slot 16x slot. This is an upgrade on a currently working computer.
