Get one of the Thermalright XP-120s. They're a heatsink that supports 120 mm fans, has a copper base, aluminum fins, and heatpipes - the works. You can stick a nice 120 mm fan on there so it'll be nice and quiet.

That fan is pretty loud though. If the guy's not going to be overclocking, you should look for something around 25 dBA. It'll still move a lot of air but it will be silent.

When my 120mm Panflo fans are cranked up to full they make a slight rumbling sound. It is very low pitched and hardly noticeable at all. If you put them down just 1 volt to 11v they move just as much air and are completely inaudible.

Look, you make your suggestions and I will make mine. I dont think that they are that loud, and as Folken suggested cutting down the voltage will cut down on the noise. I happen to like Thermaltake products, but I dont suggest them for every application. As for the decible factor, I have 4 thermaltake 120's in front of me now, and everyone of them puts off a different # of decibles. Two of the 4 are audible to the ear.

27 CFM, thats not much. I'm going to buy myself a XP-90 Heatsink with a 92mm Panaflo H1A Fan. Air Flow 56.8 CFM @ 35 db. So you have to chose: 27.5 CFM @ 21 dBA or 56.8 CFM @ 35 db.
