Please HELP: "NEW BUILD" Cannot pinpoint issue

Hello All,
First I would like to apologize for the lengthy post, but I want to provide enough details and walk you guys through what i have done trying to troubleshoot my issue.

I built my first PC couple weeks ago and it worked beautifully for only about a week. Here are my components:

CPU: Intel Core i5-6600 3.3GHz Quad-Core Processor
GPU: Gigabyte GeForce GTX 1070 8GB Windforce OC Video Card
Mobo: Gigabyte GA-H170-D3H ATX LGA1151 Motherboard
Memory: G.Skill Ripjaws V Series 16GB (2 x 8GB) DDR4-2133 Memory
Storage: Samsung 850 EVO-Series 250GB 2.5" Solid State Drive
Storage: Toshiba P300 1TB 3.5" 7200RPM Internal Hard Drive
PSU: EVGA SuperNOVA G2 550W 80+ Gold Certified Fully-Modular ATX Power Supply

The built worked great for about a week with window 7 installed. Then out of nowhere, I got a BSOD with memory management. I suspected that it was due to a faulty RAM. At first i was able to boot into safe boot but eventually i wasn't even able to access anything within the OS. So I made a USB with Memtest86 on it from a laptop and boot it into that instead. The Memtest86 gave me plenty of errors for both sticks of RAM (I tested them separately). However, later in the process of testing different RAM slots on the mobo, I wasn't even able to get to BiOS and there was no video output at all. (At this point, i have already removed the GPU to troubleshoot. The Mobo has a integrated graphic card so I shouldn't need the GPU.) However, all the fans and lights are still working but there was just no video output what so ever.

After the new RAM arrived, i placed them into the Mobo hoping that will solve my issue, but I still got no video output at all. At this point, I think that it might have been a faulty Mobo instead of RAM, and the faulty Mobo damaged the RAM. Since this is a new build, I ordered an replacement Mobo.

Today, the new Mobo arrived, and with the new RAM stick i was finally able to get a video output and boot into Bios. I was really relieved thinking that my problem was over. However, when i tried to boot into window 7 on the SSD, i get stuck at the black screen with the flashing white dash on the top left corner. Since this is a new computer and i don't have much valuable data on the hard drive, I decided to do a clean install. I prepared a window 7 USB just like how i did it the first time, and i still get stuck at the black screen with white dash. I tried to reset the CMOS, same thing. Sometimes, the mobo will boot up, turn off and boot up again multiple times.When you check the Bios, it does detect the both the Samsung SSD and Toshiba Hard drive along with the USB. I also changed the boot priority to the USB and it did not solve the problem.

I even removed the SATA cable for both the hard drives and tried to boot into the window installation USB. It should still get to the installer but without an option to select which hard drive to install it on. Still, i get stuck at the either the black screen, or the Gigabayte loading screen. Feeling desperate, i even prepared an Window 8 installation USB. When boot into it, it flashes to the blue screen with "there is a problem with your pc.." and then blank.

At this point, I am completely lost as to what is happening. I know the PSU, Mobo and RAM are working, leaving CPU and the 2 hard drives as the possible reasons. I truly appreciate any advice! and thank you for take the time to read such lengthy post.



 
Solution
While it is EXTREMELY rare, it is possible that the CPU is defective, and at this point if everything else is disconnected (drives) and it still doesn't work right, well thats the only thing you have not changed.

Is there a way or method to test if it's indeed the CPU? I do not have a spare one lying around and it will take sometime to get a replacement or a new one. Also, the window for return is getting pretty close...

Thanks. I'll start the return right away. However, if it's indeed the cpu, can the faulty cpu damage my new mobo? Should I take it out ASAP? I have been testing and troubleshooting with the new mobo and the cpu....

In cased anyone is experiencing similar issues, it was indeed the CPU. The computer is up and running with a new one. I guess I got unlucky being one of the extreme rare cases in which CPU was the faulty hardware.
