I have just made a new PC and it is not displaying anything on the monitor. I have already tested the monitor and it works fine. The CPU fan and case fan spin, the motherboard's led lights up (same with gpu). Any ideas?

Solution
That doesn't mean that the CPU is broken only that there's something that's preventing the CPU from properly functioning, which can be a number of issues.

Have you done all the steps in the NO POST sticky?

Let's get a complete list of specs. It's hard to have any ideas about a PC I know nothing about!

Generally speaking, the CPU being broken would be easily the least likely culprit and it would be a conclusion that one could only reach after a lot of troubleshooting elsewhere. But again, it's hard to say much when working blind.

CPU: Intel Core i5-9400F 2.9 GHz 6-Core Processor
Motherboard: MSI B365M PRO-VDH Micro ATX LGA1151 Motherboard
Memory: G.Skill Aegis 16 GB (1 x 16 GB) DDR4-2666 Memory
Storage: Corsair MP510 240 GB M.2-2280 NVME Solid State Drive
Storage: Toshiba P300 1 TB 3.5" 7200RPM Internal Hard Drive
Video Card: Asus Dual Radeon RX 580 8 GB Expedition Video Card
Case: Cougar MG110 MicroATX Mini Tower Case

It is definitely CPU as the motherboard's CPU diagnostic light has lit up.
