Like Intels sandy bridge processors you should be using lower voltage RAM.

1.5 volt or less .

That power supply is junk . There's a little red switch on the back to change the input voltage . Quality power supplies detect voltages and digitally adjust the outputs . Thats called " Active PCF" and you shouldnt use a psu without this . Modern processors need more stable voltages

This psu is good and still budget

I think the cx430 should work fine for that specific build.

I'm using a sandy bridge i3 and a 6870 and I haven't noticed any problems so that should work.

But your processor will use a bit more power then the i3 at full load and that gives me second thoughts on recommending the cx430.

A safer bet would be the cx500.

The CX 430 will power your system well . Its a good psu and it it has the currents you need .
Here they are using an Fx 4100 and a Radeon 6950 which uses quite a bit more juice than the 6850 and only drawing 226 watts maximum .

If you ever upgrade the graphics card you would need to replace it though since it only has a single pci-e power connector and more powerful cards need two

While using a cx430 and a adapter you can power a card with two 6 pin power connectors. That's what I'm doing with my 6870.
