Please help trim some off this year's update (low end gaming)

My current computer is still DDR2 with a core 2 quad. Time for an upgrade!

Budget: Negotiable if the argument is strong enough to justify. Probably max $1000-ish usd.

However, based on my purposes, I really believe that would be overkill. Everyone I know plays BF4 on console, and I do 0 rendering/live streaming/work related tasks. For the vast majority this build will just be used for entertainment - MMOs and RTS.

The internals will not be reused, however I do not need to purchase new:
Monitor / OS / keyboard / mouse / speakers / headset / networking

The goal is to go from my current limitation of ~25-30 frames per second on lowest rendering settings/shadows off (and to a flip book 5-10 fps in larger encounters - 50+ characters/etc all going to town) ..to something fluid.

I do *not* require max super ultra settings with 200 frames.

With these things in mind, any comments/part swap recommendations/etc are very appreciated.
Many of my current choices are based off either the Q3/etc builder articles, and general feedback from browsing many of the 'new gaming rig' threads.
