[SOLVED] Please help with 2020 upgrade

Hello friends. I'm returning with my build from 2015/2016 and need some advice again. Thanks to all who helped with my original DIY build. Here's the situation:

I have Windows 7 and I'm looking to go to Windows 10 if I have to... I do have to right?

Second question, can my build support Windows 10? I'm almost positive it can.

Third question, if you were me what would you invest into this machine, if anything for optimization? Or, has the tech advanced to the point where I might as well do a whole new DIY rig?

Fourth question, 1 or 2 of my case fans is caput, suggestions on replacements?

I'm aiming for bang for buck, I'm not made of money. : )

The build will support Windows 10.

It will support a better GPU so you may want to try that first before upgrading the whole system.

If the system is still struggling after the GPU update then look at AMD, preferably the Ryzen 2600 (or 3600 if budget allows), B450 board & 2x8gb @3200mhz DDR4.

Current budget?
What is your aim of the upgrade? If your PC performs adequately for your needs, then I'd say don't bother. However, if it isn't performing well then how is it performing poorly necessitating an upgrade?

Spec-wise. It's possible to drop an i7 (eg. i7-4770k) into the motherboard. It will depend on how much you can obtain it for though.

How much RAM do you have in the system?

And if you haven't got one, an SSD is always worth considering for overall snappiness of the system.
