Question Please Help with my Custom Loops Temps 9900k

I built this system about 2 weeks ago and i've been pretty disappointed with my CPU temps so far. The cpu is currently at stock speeds, but when i did try to OC to 5.0ghz at 1.29 volts, my temps were getting into the mid 90's. Thought maybe something was wrong with my loop, but my overclocked GPU stays in the mid 40's. Attached is an image of Hwmonitor running prime 95 under SmallFft for about 10mins. at stock speeds. I'd figure with a custom loops my CPU temps should be in the 50's-60's, not in mid to high 70's. I've already done a exchange for another 9900k, but still the same problem. I thought maybe my CPU needed lapping, but it seems to be flat, does not spin. Right now, i'm pretty lost on what to do, any help would be appreciated.
Specs a

9900k stock w/ bitspower water block
idels temps: 28 - 32c
Asus Z390 Maxiumus hero MOBO
32GB ram
250 gb m.2 ssd
RTX 2080 TI w/ ek water block
2 360mm rad, both are around 30mm
ddc pump running at full speed

Are you using prime 95 version 26.6 or earlier? Newer prime 95 versions use an AVX instruction set and cause huge amounts of heat and isnt really representative of any real world scenarios.
