I recently upgraded from a GTX 650 to a second hand HD 7950 card and it has been performing very poorly ever since I got it. The Card still has a year warranty left.

The main games I use it for is:
Dota 2
Skyrim
Payday 2
Battlefield 4
and recently EVOLVE

With Evolve I'm getting an average on 20fps dropping so single figures in a fire fight. This is on LOW settings with AA and Vsync turned OFF.

I also got a terrible score on 3dmark.
The 3dMark link shows my PC settings

I've tried Reinstalling drivers and a fresh windows install but im not having any joy with increased fps.

Any help would be appreciated!

I would reccomend overclocking using MSI Afterburner. The simplest way to do this is to gradually increase the core clock by 10 each time, and checking for stability using MSI Kombustor GPU Burn-in test. If you see anything besides the furry object (artifacts), take it down 10, and save the profile, and check "Apply overclock at system startup." Hit apply, and there you go! you now have an OCed GPU and should notice a significant FPS boost.
