Please Help!

So i built a new micro tower but i have one problem. When i start it up i dont get a video signal and it restarts after a second or two.

However if i unplug the 4 pin power cable near my processer it wont restart every second, but i obviously dont get a video signal.

Could this mean a faulty processor?

What PSU? Can you borrow some other PSU and try again?
