i845 chipset supports max 2GB of RAM, so if you have free RAM slots, and can get RAM modules for free, you can upgrade. But if you have to spend any money - they will be better saved for a new system. And Windows 7 (even starter) is too much for this almost 20 years old system.

Note: Don't use ALL-CAPS, it's considered impolite, and yelling.

If you bump up the OC and run a 4:5 FSB, you technically could try and get PC 2700 ram to work, (356MHz) but PC 3200 (400MHz) might be a little much for the full 2Gb in dual channel.
