Please need help, Have a really good pc, but low FPS in CSGO, tried everything

I need some help bad, here is the situation. I have a pretty computer and am a huge fan of Counter Strike. My PC'S specs are CPU: AMD FX 8320e 8 core| GPU: AMD msi r9 390| PSU: EVGA 850 w GOLD| motherboard: msi 970a gaming.... Whenver i try to play CSGO I usually get around 30 - 70 FPS, and I have tried Launch options, Console commands, Best performance power options, deleting background files, making an auto exec, I do not have RealTek sound systems so thats not the problem, i have tried changing my monitor settings, and absolutely none of this has helped.. Please i really want to play at good FPS and i have had this problem for awhile now and ive googled everything and nothing has helped and i want to play CS without having issues with my PC

Is CSGO the only game with the issue? Did you try uninstalling and re-installing the game? Has this ever worked properly? If it did, try doing a system restore to a point when it did work.

It has never worked properly unfortunately, and i uninstalled, and reinstalled, that did not help much, and i would try it on another game but not enough space on my ssd to download a new game. Any other ideas, it is really frustrasting, best regards, v.Vanta
