I'm saving up to build a mini-ITX machine.

I would like to keep it around $1060. I'll be buying the graphics card and processor first and buy the other parts in three increments of roughly $200. If possible I would like to be able to OC the GPU and CPU slightly so they're on par with the gtx 1080 and i7-4790 respectively.

You will not be able to overclock a 1060 to be on par with a 1080. Not even close.

What resolution and refresh rate monitor will this be paired with? If this is 1080p @ 60Hz then the GTX 1060 will work great. If you're doing 1440p or 144Hz I would scrap the overclockable setup with the CPU and spend extra to afford a 1070.
