2. What is the size of the notebook that you are considering?
14-inch screen size, might consider 13.
3. What screen resolution do you want?
FHD 1080, probably NOT 4K because of the extra battery consumption (don't value it enough to give up battery life).
4. Do you need a portable or desktop replacement laptop?
I use a laptop like most use a tablet. I sit with it in front of the TV at night, I bring it out on the porch, I like to bring it with me when I travel. Most of what I do is surfing, videos, some business applications. I don't need a full desktop replacement, but I am looking at something that is relatively 'current' - not needing an upgrade in a year.
5. How much battery life do you need?
Based on #4 - battery life is important, but I recognize there will be limitations at this price point. 6+ hours would be great!
6. Do you want to play games with your laptop? If so then please list the games that you want to with the settings that you want for these games. (Low,Medium or High)?
Nope, not a gamer.
7. What other tasks do you want to do with your laptop? (Photo/Video editing, Etc.)
Surfing, videos, business applications.
8. How much storage (Hard Drive capacity) do you need?
256GB SSD minimum.

I honed in on the HPs when I found out about the Costco i3/i5 $280 deal. I missed that deal, but actually purchased another i5 at $399 (model 14-dq1025cl ), but it's missing a few things I'd like. I was able to build one on the HP website with the specs I wanted, and with Employee Purchase Program it would fit my budget, but it has the 4K screen which I think will reduce the battery life on it.
That said, I'm not limited to HP. I use Lenovo for work, but I see their prices are relatively high.

1080 display (good quality, preferably one that won't be too bad in sunlight)

Nice-to-haves, but not critical:
charging via USB-C
ethernet port
