No changes to your friend's build, but in your build, a current gen cpu with an upgrade path to 8700k should you wish. The 8350k and 7600k are almost the same :

I'm inclined to make a 1600X build. It seems like it outperforms the i3 8350k and the i5 7600k and for only $200. Would you suggest using a 1600X build instead of an Intel cpu?

The 1600X won't give 100+ fps on the latest AAA games. So if you are after high refresh rate monitor, u have to get a gsync to compensate for that. The 8700k would be a beast and will hands down remain the gaming cpu king till it gets replaced in the next gen.
So if you are OK with getting a gsync display, I would suggest a 1600X build.

The price of the 8700k is a bit steep. I'll go with the 8600k which is only $300. If I heavily overclock it, which air cooler will be good to keep it cool, or is water cooling a better option?
