Have you tried hooking the portable HDD's to a donor platform. You might also want to hook them to a laptop to doublecheck that the issue isn't' with the drives. You can then look into your own machine, try and see if you've got any items flagged with a yellow exclamation mark.

It could be that your motherboard simply can't supply enough power to the usb circuits for all of your devices demands. So you may need a new motherboard. Or you could try this: try booting from a usb stick containing either the windows installer or a linux distro. If the drives are accessible that way then you may need to reinstall windows. In the future you may want to consider an external usb data hub with its own power supply to decrease the power demands on your motherboard.

thanks for your reply is this something to do with a USB driver? because I even plugged my steering wheel its worked fine also in the same PC the strange thing is it's only happening for portable HDDs and is it safe to uninstall USB drivers and re-install them? i will try the Windows installer and will also update you thanks

With your Device Manager opened and your "Universal Serial Bus Controllers" expanded , look at the USB items is all okay so far. Now plug in your hard drive. Do you see it flash and than see your hard drive listed with a yellow check mark. If so at that point right click and uninstall driver. You will get a pop up box asking if you want to remove the driver SAY NO. Remove hard drive "unplug it" restart. again open Device Manager, expand your USB tree. Now plug in the hard drive. Give it a min to load it's driver. Hope it's now working

i am outside now let me test it and let you know thanks for the TIP

Your screen shot shows "USB Root Hub (USB 3.0)" highlighted. You'll see this regardless of whether or not you've plugged anything into that port. You need to move back up the Device Manager list and open "Disk Drives". then plug in your external drive and see if the drive pops up.

Check out this troubleshooting guide, especially the section titled "Fixing Drive Letter".
https://www.windowscentral.com/how-troubleshoot-and-fix-external-drives-when-not-detected-windows-10

I've experienced this problem with older operating systems, e.g. Windows XP, especially when rapidly plugging and unplugging drives and disconnecting them without ejecting them properly in Safely Remove Hardware. The problem as I understand it is this:-

When Windows tries to reassign a drive letter previously used by and external drive, it sometimes finds another drive has been allocated the same drive letter. Instead of assigning a new (unused) drive letter, it abandons the task, so the drive remains invisible in File Manager.

Good call, If that may be the case open "Disk Management" without the non working hard drive connected. Take a mental note what is showing up. Plug in the non working hard drive go up to "Action" and hit "refresh"

Does the drive show up. If it does right click and hit "Change Drive Letter..........." DO NOT FORMAT

thanks all for your feedback and time i will look into it and let you guys know but in my other pc and laptop are showing me a thing call "USB mass storage device" but in my problematic pc that thing is missing in the device manager is that ok?

hi in Disk Managemen its not showing it and i tried "Action" and hit "refresh" its not showing it i dotn know what is the issue with my PC all pendrives and otehr things are working even my phone is charging

It seems your only option left is to go back to Device Manager, expand your USB Tree and start on the bottom and uninstall , Keep going up the list while making a mental note of where your mouse stopped working as it will do this . Don't worry just hard reboot computer and let the drivers reinstall.

Retest your hard drive.

thanks for your reply is it safe to uninstall the USB drivers? I am bit scared to do it what will happen if it did not reinstalls itself automatically or I get an error message during start-up please do let me know

Windows is pretty resilient when you uninstall a device driver and soon makes good. When you start Windows, it checks for new hardware and installs a suitable driver. If you're worried, simply create a System Restore Point before uninstalling the USB driver.

If you ever want to see what USB devices are present in your computer, try NirSoft's USB Device Viewer.

I also use Aida64 to show USB hubs and attached devices. You can see new devices appear when you plug them in, or disappear when you unplug them.

Another Nirsoft utility I find useful is BlueTooth Viewer. Handy to see if your mobile phone is detected.
