Pls help me lessen GTX 1070 bottleneck on a budget

I have a Core i5-3470, and I want to get a 1070 for 720p very high detail 60fps VR. I used thebottlenecker.com and got 30.96% bottleneck. is that really bad? any cpu's under $150 to make this at least just 15%? thanks

I have a Gigabyte GA-Z68MA-D2H-B3
2x 8gb ddr3 RAM
I'm going to use a 2016 gear vr, with trinus+tridef or something similar
 
Use msi afterburner and rivatuner, put osd and look at the percentages if your 1070 is running at 50% and your cpu is at 95% well you do have a bottleneck, but if its the other way around, its really graphically intensive game your 1070 is at 99% and your cpu is at 35%, for instance, well you are good to go. it always depends on the game your playing and what your aiming for in terms of frames per second and graphical quality. For hardware there not many choices for the price range your giving, you could look up on eBay for a I5-3570K or an I7-3770k. hopefully, you have a Z68/Z77 motherboard then you should be able to get a decent overclock and alleviate the bottleneck a little.

For best results always disable motion blur, depth of field and always one step down the shadows, you won't be affecting the graphical fidelity of the game and will gain some frames without impacting visuals.
