Pls Help usb 3.0 ports stop working every time computer is rebooted

Hello all,
Brand new member. Not very tech savvy. Have tried all I know to fix this problem and I can... until I reboot.
Here we have it:
Bought used Dell Inspiron n7100r
i7 processor 2.2ghz, 8gb RAM +4GB from USB drive (when it is being recognized) windows 64 bit home pro installed.
I keep having to backup and restore my system to get the usb 3.0 ports to work at all (even be identified as being present). I don't have any USB 3.0 devices, but my flash drive works beautifully in them when they're working. I have restored and then reinstalled stuff like avast antivirus free, secunia psi, malwarebytes... everything works beautifully. THEN... I shut down and come back, ports are like they don't exist!
I don't know what info to give you but I will show you this is what it looks like now with no usb ports working - i don't even know how to copy what i'm seeing here - so frustrating!

I must, somewhere, because they used to work. But when I turned my computer on right after your message, the usb 3.0 ports worked again and my device mgr id'ed them and their devices. Sadly, when I shut dowb that evening and rebooted in the morning, they were gone again.
