Plug In Power Supply, Still Doesn't Work

So, I got a new PSU, because my old one would shut off because I got a new GPU.

I have:
GTX 760
AMD FX 4300

When I plug in everything to the back of my PC, the PSU and case fans start spinning. The case fans usually have a blue light, and for some reason the blue light is slowly pulsating. The PC will not turn on.
 
Unhook the 24 pin and 4/8 pin connectors that go to the motherboard and jumpstart your PSU as shown in this video

The pulsating line indicates that something is pulling the line down really hard then letting go, then pulling again. Removing the 24 and 4/8 pin will remove the motherboard/CPU from the circuit, if it is still pulsing then something else may be the culprit and i would disconnect the drives and GPU and see if it still pulses.

Try to reduce the number of components that could be causing issues to speed up debugging.
 


The pulsating line? The lights are pulsating? Do you mean the same thing?
