Why playing plugged in boost 20-30+ FPS ? Is this normal or there's something wrong ( by the way my laptop is Dell Inspiron 15 2017) is playing plugged in for hours damage the battery ?
That's pretty normal for a laptop. The battery can't supply enough power to run everything at full tilt, so performance is throttled when not plugged in.

Gaming on a laptop needs to be plugged in all the time. This is a battery saving measure, that i dont think you can remove, even by selecting high performance battery management modes etc. Laptop gaming = plugged in.
When on battery power, the default power settings are geared to saving battery time.
That means reduced display brightness, reduced cpu power, and using integrated graphics over a discrete graphics chip.
You can adjust those settings in windows power options.
