Plugged In, Not Charging

hey Guys, Im using DELL E6510, and the old battery got drained then I have replaced the battery and charger now when I connect its showing "plugged in, Not charging" and even my Touchpad is not working after replacing.
when I check my battery status its showing Communication Error!

Here are some troubleshooting steps that may help.
- First is to test the AC adapter and see if it's supplying enough voltage to power the laptop.
- Remove the battery off the laptop and connect the AC adapter only and see if it will boot up normally.
- If the laptop will boot up normally with just the AC adapter connected that means it's working properly.
- But if it will not boot up, that could only mean that it's the charger that is faulty.
- Do try a different AC adapter that has the same voltage and see if it will work or not.
- And lastly, uninstall/reinstall the battery driver from Device Manager.
