Plugging in any SD Card or USB Storage prompts "You need to format this device before you can use it"

I went through 10 pages of a search to make sure this wasn't a repeat question. As the title says, plugging in any sort of external storage causes Windows to prompt for a format. Seeing as there's no way all of my external storage has failed at the same time, any guesses on how to fix the issue?

Not like this is a "solution"....but I've had that happen and I've been able to blow by it somehow (I don't recall exactly how) and get to the files anyway.
