Hi, try doing a [
Clean Boot] to see if the problem still exists without startup programs.
Follow the directions carefully, make sure you Hide all Microsoft Services and do not disable them. If the problem goes away while doing the Clean Boot, then it was one of the programs that you disabled that was causing the problem. Re-enable them a few at a time with reboots each time to see if you can discover which program is causing the problem. This will take several reboots.
Someone else who had this problem found out it was the "NVIDIA Capture Server Proxy" program on their PC that was causing the problem.
