PSU : Fsp Hyper 600W 80 Plus.
COOLER : CRYORIG H7.
GPU : ROG STRIX RTX 2070 O8G GAMING.
Monitor : LG (22MP48HQ-P) 22 Inch IPS LED Full HD (1080p) (60Hz).
SSD : Kingston A400 SATA3 2.5" 120GB.
SSHD : Seagate Firecuda ST2000DX002 2TB.
OS : Windows 10 Feb (2019).
GPU Driver : 419.17.

Have you tried disabling in bios "Disable HPET (High Precision Event Timer)"
It should be in CPU settings?
Latest bios?
Soo HPET should be in Power tab in bios, by the save&exit tab on bottom.
