PNY Geforce GTX 1050TI OC on IP15B-CH2 mother board

I've bought the Geforce GTX 1050TI OC from PNY but it doesn't seem to want to work. When starting the pc, startup menu appeirs but then it all freezes up and the fans stop. The card supports PCIE x16 3.0 and my mother board which is the IP15B-CH2 runs in 2.0 but they should be compatible. But I've just noticed on GPU-Z that the PCIE runs in 1.1 and goes to 2.0 when doing render test. would this be causing my problems?

By the way for the gpu running in 1.1 question, if the PC does not use GPU for any intensive program, the GPU will run in power save mode, which means it will run in the pciex16 1.1. Don't worry.
