PNY GTX 1060 not working to its fullest potential

So recently I had gotten a PNY GeForce GTX 1060 6gb graphics card for christmas. And naturally when I recieved it i put it into my Rig. I booted everything up I uninstalled my R9 380X's drivers and installed the NVidia drivers for the GTX 1060 and when I went into overwatch to test the performance. I was getting an average of about 60-70 fps (V-sync was off and the game was running at the epic preset). Now this is good but i've seen youtube videos of people with the same specs as my computer and they have 110+ frames per second (I have an i5-6500 and 8gb of RAM). Can someone please help me with this?
 
in order to identify the issue, if any some tests have to be done.
Install something like MSI Afterburner and configure to display following values in OSD:
1. CPU Utilization, CPU temperature, CPU clock/frequency
2. GPU Utilization, GPU temperature, GPU clock frequency
play the game and post the results here.

P.S.
Not all maps behave the same in terms of performance. you get higher FPS on some maps.

CPU Temp: 45-50*C
CPU Usage: 65-95%
CPU Clock: N/A (Could'nt find the option)

GPU Temp: Steady 70*C
GPU: Usage: 65-95%
GPU: Clock: 1860 Mhz

I do feel that I should tell you that I keep my PC in a desk drawer but I did unscrew the screws holding the door in place so there is adequate airflow but the hot air has nowhere to go when it is pushed out the back into the back of the drawer side.
