Question PNY RTX 2080 OC fans spin loud at 100% during boot

I recently replaced a pny 1070 that never made a lick of noise, but the rtx 2080 fans spin loudly at 100% for roughly 3 seconds at the initial computer boot up, then quiets down after the motherboard bios posts. I reached out to PNY who claimed this is normal but it seems a bit strange to me. Has anyone else experienced this? Thanks in advance.

Ryzen 5 3600 (no overclock)
Asus B450-F Mobo
G Skill 16gb 3000

I think that's a Normal behavior...In the BIOS POST screen the GPU fans will spin, but afterwards they are going to be silent when you load Windows.

Nothing to worry here, IMO....How does the card perform in GAMES ? What's the make/model number of your PSU ?
