Poor Computer Performance

I just keep scratching my head, I don't pretend to be an expert but I am lost on this. I rebuilt up my old gaming computer for my parents to use for just their basic web surfing and netflix, etc. It is running terrible. Now I blew it out thoroughly, re-pasted the CPU, checked that everything was seated properly. Basically in chrome it wont launch or it locks up, Netflix will freeze up, slowness in programs launching. Everything was built with new components minus the mobo, cpu, and ram. The latest issue is when windows boots up the screen is black but the mouse cursor is visible. Once I let it go into sleep and bring it back everything works fine. I am wondering if these components are just used up? I will list the specs below but if anyone has any suggestions that would be appreciated thank you! =)

Pretty old hardware, I wouldn't expect good performance out of that. You are running a 2014 operating system with hardware that's ~5 years old?


Windows 8 might be marketed as 'faster' but that wont be the case with your specs.
