I bought Far Cry 4 since it was on sale and my FPS is terrible. A constant 30-40 FPS, no matter what I look at. This was a problem on Far Cry 3 on my old R9 380 so I returned it, thinking it just wasn't powerful enough. I looked up videos of people playing with the same hardware as mine and they get 80-90 FPS on high. I'm wondering if it is a driver issue however I don't want to go back to drivers from two years ago to play a game from two years ago. I have tried moving it to my SSD, verifying the game files, adjusting 3D settings in nvidia control panel, and changing the values of the .ini

AMD Ryzen 7 1700
GTX 1070
16GB DDR4
Corsair 650W PSU
I ran MSI Afterburner and my GPU is at 100% and caps at around 66 degrees while my processor runs around 25-35%. Any kind of help with this is appreciated. Thanks in advance to everyone.
