Question Poor frame rates

I recently switched out my old Samsung 1080p tv for a 4k model, the mu8000. I am using my nvidia app to override the resolution and display only at 1080p using my pc. That being said I now get AWFUL frame hitching and lockups even though I'm only displaying in 1080p. I'm well configured to run at higher resolutions as I'm fitted with a gtx-1080ti and i7-7700k.

Is it possible I'm missing something in the nvidia app or windows display settings creating a conflict some where?

Can you give a exact average that you use to get and then what you get now?
