poor framerates on fx8320 and r9 280x

I currently own an amd fx 8320 which I clocked it @ 4.2 Ghz with stock voltage(and everything else except multiplier) and a 10$ cooler. plus an amd R9 280x (powercolor turboDue).from benchmark ive seen I should be able to achive 50 to 60 fps on farcry 4 on 1080p which I dont. I installed msi afterburner and found out that it only uses 50 percent of my gpu and worst case senario 75 percent on one core of cpu and it running only 30-35fps. of cource while using aida64 stress test it drive both cpu and gpu 100% and i ran it once for 12+ hr with reasonable temps(so no termal throttleing or power shortage (I say power shortage cuz I only use a 4pin for cpu and a molex to pci 8pin for gpu but as I said there is no power shortage)).
I also played CodAW and it was stable 60fps except the first half of the mission with kevin spacy and the reporter in new baghdad with the exact same problem which the cpu percentages are even less than 50%.
of cource I know a cpu bottleneck when I see one for example dreamfall chapters uses more than 95 percent of one core in one section so poor frame rates are justifyable.
I also own a single Dimm of corsair vengence pro 8gb 2133 which from benchmark Ive seen the dual vs single channel gains in video games are negligible.
Ive seen that Tomshardware community is the most helpful one so tell me guys what is that do you think causes poor framerates?
 
It's not bottlenecks all. It's bad optimization for multi core cpu. Games are still not coded well for multi core. BF4 is one exception.
The benchmarks you using doesn't mean you should get the same result as you don't have the exact same build.
But what is your PSU's brand and model?

Im Thanking you for your response and that the benchmark i saw which I think it was in techspot for farcry 4 it actually did it for 8350 ant multiple clocks and 280X. or I think somwhere else was using them (well 7970) together. I undrestand it maybe 10% diffrence between same benchmarks but mine in this case is constantly like locked at 33-34 fps which is like 40% less than anything else on the internet with same "cpu and gpu".
and for multicore optimization each one of my individual cores while bieng different with each others at worst case senario reaches like 70% and that is like worst case senario and like 1% of time.when you got still like 30-40% headroom most of the times why it doesnt use it if it is bootle neck by each cores of cpu?
 


Actually yes. I reinstalled... well updated my driver couple of hours ago which amd stated it will do this and that for farcry 4. Well you guessed it... no changes whatsoever
