Poor graphics w/New PC

Hello, I just built my new gaming PC and my graphics are much worse than my five year old computer. Even my 10 year old computer has better graphics. Something must be wrong and need help figuring out what if anything can be done other than replacing hardware.

I bought quality hardware and only what was recommended on sites like this and pcpartpicker. I also read the specs/reviews to make sure every thing meshed right.

Here is the system: CPU: I5 6600, GPU: R9 390, PSU: 650watt, RAM: 16gigs, and OP: Windows 10.

Had zero issue building it and installing windows. I downloaded drivers and AMD software. Did windows update though a few did not install. I reinstalled windows to be safe and reseated the ram and GPU.

My graphics are still very bad. Installed Ages of Wonder 3 which is an older low graphics type game and it looks awful.

Any suggestions?

Ok after hours of checking a simple question got me thinking. I had checked what the game setting was and set it to ultra. I had set my resolution earlier in main settings but for some reason the game went to non full screen setting even though it looked full screen. It was on the lowest possible setting with that setting and once I made sure to switch back to full screen 1920-1080 the picture cleared up.

Now to find out why some of my windows outside of games have issues with boxed outlines. Example is the Best Solution box above as the bottom green line flickering. Seems to always be the bottom line. lol.
