Question Poor GTA V perfomance

So even though it's a reasonably old game by now, I recently bought GTA 5 for my computer. The problem is the game struggles to run at a consistent 60 FPS in 1080p on medium settings and constantly drops beneath this. which my hardware should be able to cope with. I have:

EVGA GTX 1070 graphics card, overclocked as high as is stable.
Ryzen 5 1600 processor at stock.
8gb (2x4) 2400 mhz ddr4
The game is installed on a 2TB HDD
MSI B350 gaming plus motherboard.
All graphics drivers are updated to the most recent releases.

Anyone have any idea why the game is such a struggle to run and any way of improving perfomance? Thanks in advance.

Just from looking at your specs:
Slow ram. Ryzen runs best with 3000mhz or higher.
GTA V is known to use more than 8GBs of ram at times. Not to say you can't play with 8, but when it's maxed, or almost maxed, it will slow down. 16GBs is preferable.
Get an SSD like an Intel 660p 1TB for ~$100 and put your games on that. It will improve loading times.
GTA V pulls more from the cpu and ram. It doesn't care much for a high end gpu, so the 1070 likely isn't doing much with this title.
