Poor Overall Performance AMD 8350

I have a poor overall performanc ein widnows
The windows and web browser open slowly and program startup is slow im suspecting bottleneck but am probably wrong
Here's my specs
AMD 8350 CPU
XFX Radeon 480rx
XFX P1-850B-BEFX 850W PSU
Noctua NHU12S SSO2 Bearing Cooler
G.SKILL Ripjaws X Series 16GB Model F3-12800CL9Q-16GBXM

I know this isn't much info to go by but if requested I can get the info needed to help troubleshoot
 
Solution
If you're using a traditional spinning hard drive, that's your culprit. Solid state drives are hundreds of times faster. I don't build PCs anymore that have the OS or programs on slow spinning magnetic storage.

The builds about a 6 months old It's been like this I havent chnaged nothing its always been this way
basically the windows open slow and hte interface is slow loading for web pages is slow

I would guess it is something about hard drive, check it for bad sectors/errors and clean it using ccleaner or disk cleanup from windows accessories.

Does not having a raid effect performance alot if so how much

I have 4 sticks of ram I just reinstalled and setup raid it seems to run better but still sluggish windows opening closing
