Question Poor Perfomance in a High range PC

hello Guys .I think I have some problems In my pc , I put Fornite on competitive Settings and low Setting and getting 160fps and 90fps min, and getting 90 fps max and 60 min on epic settings.

This is my PC.

Ryzen 7 2700X with wraith prism
Msi X470 Gaming pro carbon
G.skill tridentZ RGB 3200MHZ 16 2x8gb
XFX Radeon RX5700XT RAW2
Toshiba SSD 512Gb m.2+ WD black 2tb HDD
Corsair TX650M 80+ gold
Thermaltake View PRO case
Uphere x5 Fan RGB

Anyone can Help me to find a solution?, I see my friend getting 180-240Fps with a 2600 and GTX 1660ti in low settings. I know, Fortnite and unreal Engine are Nvidia Friend and Radeon enemy, but that's really strange I'm having this poor result on my PC.

and is more strange because I see similars PC having good results, like 300FPS, 220FPs min in the same game setup.
i already have the XMP activated and i think all configuration is good for now.

GPU : 62C, 60% Use
CPU 63 C, 30% use

MB and GPU, have the latest drivers and bios update, this pc is new, I finish to build just this morning and download all the drivers, windows updates, and clean windows installation.(the XMP is already activated).

I don't Know whats exactly the model of this case, on paper is a VIEW 37 but has a PSU cover more inside space and support with no problems vertical GPU and 360 aio. A friend says to me that's the VIEW PRO,( i buy this case without box). and I say that because it is something different to the view 37 but we can say is the view 37 pro or rev2? i don't really know XD

i FOUND IT!!!!, IS THE VIEW 27 ajajajaja, that's the same as the VIew 37 but with a better look in my opinion:spamafote::spamafote:
 
I didn't say anything about the Windows driver though.

Besides turning off Enhanced Sync, turn off the PC and re-seat the gpu and its cables. You're using 2 separate PCIE cables for it, right?

i try puting the 2 cables in the GPU same result, but this is more strange, because i use a RX480 8gb strix, and work better than the RX5700XT.

what is happening ? i dont really know
 
-Motherboard and gpu drivers are up to date
-Gpu and cpu aren't thermal throttling
-2 PCIE cables are being used

Aside from running DDU and trying a different driver, I'm not sure what the issue is anymore.

i put the Game in 2k and 4K resolution and i get better result
in 2K 180-240FPS
In 4K 140-160 FPS
Competitive setting

in 1080P is literrally not working, the GPU still only using 55W and the GPU CLOCK is bellow 800MHZ,
i know in 1080p the CPU is the key, but i see videos playing in 1080p with that gpu and i thing fornite or the gpu has a trick to work on 1080p better
 
I had to try and Google some possible fixes. Test it again after each one:
1)Radeon Settings > Display -> Specs (to right corner) -> Override -> Put 1 on Adjust voltage Swing and 2 on Adjust PreEmphasis.

2)Kinda long, so I'm going to copy-paste this one:
Step 1: Download DDU and before execution (important) click on settings and enable to delete the C:\\amd folder. This might have done the trick for me. After that click "Uninstall driver and restart PC".
Step 2: Open DDU and repeat Step 1. I've noticed that after the first Uninstall my display resolution was now reset to 800x480 it seems as AMD is still hiding something, so make sure to Uninstall driver TWICE.
Step 3: Download and install official gpu driver from the amd radeon site https://www.amd.com/support
Step 4: Download and install the Chipset Driver (x370 for me might be different for you) https://www.amd.com/support

The sweetspot was to Uninstall driver twice or deleting the C:\AMD Folder, i suppose that my 5700xt was still using remaining RX Vega 64 architectures and it's got confused with its new RDNA."

3)Try right clicking on radeon settings icon in taskbar -> graphics profile -> select optimise performance instead of balanced by default.

  • Morphological Filtering = Off
  • Antisotropic Filtering = Use application settings
  • Texture filtering Quality = Performance
  • Surface Format Optimization = Off
  • Wait for Vertical Refresh = Always Off
  • OpenGL Triple Buffering = On
  • Cache Shader = AMD Optimized
  • Tessllation Mode = AMD Optimized
  • Radeon FreeSync = Off
  • Launch with AMD Eyefinity = OFF
  • Display Scaling Off
  • Radeon Anti-Lag = OFF
  • Chill (FPS) = OFF ( I believe there is also a bug and you may need to remove registry key to disable Chill through the registry, if the latest driver hasn't already fixed that bug)
  • Frame Rate Target Control = 240 (I have 240 monitor, you need to set it to whatever your monitor is able to push)
Profile WattMan is set to Auto Undervolt GPU

Display Settings:
  • Radeon FreeSync = Off
  • Radeon Image Sharpening = OFF

I will try all of those information, but i search on Google, and this problem is specifically in Competitive setting on fornite, like if the GPU thinks this game is to LOW to use their power, and she only is going to use his 10% of power XD.

because 2K and 4K is working fine at competitive settings on Fornite, GTA online is working fine at 1080p, and Apex Legends is Working fine at 1080P, The Division 2 is working fine at 1080P.
 
Maybe try this below?
